Rather than outright reject candidates, Google likes to down-level them (offer them a position a level lower than they were applying for). This makes sense, if someone doesn’t meet the bar for the level they’re applying for and there’s room for a level below, it helps to extend an offer to a level below than lose out on a potential candidate.
